Structural Funds Consultancy


VON Consulting offers consultancy in order to obtain funding for projects under the the Operational Programme Human Resources Development. projects. The services that we provide include the following:
  • analysis of request:
    - analysis of the project idea - viability, sustainability, compatibility with the priorities set under the National Development Plan 2007-2013 and under the regional and operational development plans and programmes;
    - analysis of the applicant’s situation - capacity to fulfill the eligibility criteria;
    - identification of the most appropriate funding instruments.
  • indentification of the most appropriate method to draw the project plan into a financeable project:
    - drawing the objectives to be followed;
    - setting the actions, target groups, the desired results and indicators.
  • preparing the documentation necessary for accessing funds under the ESF:
    - preparing and properly justifying the funding project proposal.

1.Structural Funds

  • The European Social Fund (ESF) is the main tool used to implement the European strategy for employment and development of the labour force.The ESF acts to achieve an upgrade of the human resources training level and an improvement of its attractiveness on the labour market, to create work places and to raise the general level of employment at the communitarian level.
  • The European Fund for Regional Development(EFRD) is the tool used for the implementation of the regional policy. This aims at reducing the regional disparities for a more cohesive, economically and socialy speaking, European Union.. The ERDF supports actions in the direction of achieving the three main objectives of The European Regional Policy: convergence, regional competitiveness and employment and European territorial cooperation.

2.The Cohesion Fund (CF)


It is the implementation instrument of the Cohesion Policy. The CF responds, as well as EFRD, to the convergence objective, targeting the reduction of economic and social development disparities at the union’s level. The CF finances mainly projects regarding the environment and transport infrastructure prior at European level The funding under CF is available only in the member states that raise a GNP per capita lower than 90% of the comunitary average GNP per capita.

3.A Complementary Effort


Beside the structural funds and the cohesion fund, EU benefits from two other financial complementary tools: The European Fisheries Fund (EFF) and The European Agricultural Fund for Rural Development (EAFRD).
  • The European Fisheries Fund (EFF) facilitates the implementations of the CommmonFisheries Policy supporting the sustainable development of the areas with tradinition inl fishing activities, the conservation of fisheries resources, as well as their exploitation and processing through environmentally friendly methods.
  • The European Agricultural Fund for Rural Development (EAFRD) upports the implementation of the Common Agricultural Policy. It aims at sustainable development of the rural areas through restructure and development of the agricultural production and forestry, and of the related processing industries, and also of the human resources involved, and of the relevant local infrastructure and management; stressing in the the same time the great importance of preserving the biodiversity.
The Common policies developped at European level reflect their values and objectives at national level within the national development plans.

4.National Development Plan (NDP)


The European funds mentioned above are sources of grant funding for projects whose combined effects aim at meeting the NDP’s objectives set up under six priorities:
  • Increasing the economic competitiveness and development of the knowledge based economy;
  • Development and Modernization of the transport infrastructure;
  • Environmental protection and improvement;
  • Development of human resources, promoting employment and social inclusion, and strengthening the administrative capacities;
  • Development of the rural economy and productivity growth inagriculture;
  • Reduction of the development disparities among the regions of the country.

5.Sectoral Operational Programmes


The priorities set under the NDP become operational within the seven sectoral operational programmes:
