Participate in the development of public procurement procedures according to legal provisions incidents of this field of activity;
It continuously follows the changes in the legislation regarding public procurement
Analyzing and verifying the technical requirements of the project;
Analyzing and verifying the execution documentation and drawing up objections regarding the lack of correlation between the project, the economic documentation and the land;
Identification of works, preparation and verification of the list of quantities
Analyzing the price offers of potential subcontractors and material suppliers
Preparation of the necessary documentation for the technical proposal in the Tendering procedure;
Check the establishment/fulfillment of technical qualification requirements, if applicable, selection criteria
Checks the establishment/fulfillment of the technical award criteria
Prepares the technical proposal and the Gantt Chart / Execution Program correlated with the work methodology;
Prepares the description of the work methodology;
Study the tender documentation (data sheet, specifications, expertise, SF, etc.) in order to prepare the technical proposal ensuring that all qualification requirements are met
Completing the technical part of the qualification forms and other related documents, in full compliance with the requirements of the Data Sheet
Filling the forms/documents that accompany the technical proposal to the Tender
Ensures the preparation and maintenance of a database related to the bid projects, the contracted projects as well as the documentation necessary for participating in the tenders;
Preparation of the necessary documents regarding the clarification answers of the contracting authorities following the participation in the auctions, for the technical part.
Collaborate with all departments to enter all the necessary documents into the Tender and update the tender database
Cerințe
5+ years of relevant experience in delivering Technical tenders/proposals on infrastructure projects (e.g. roads, bridges, railway, etc).
Advanced technical knowledge necessary for the preparation of the technical proposal
Basic economic/financial knowledge necessary to carry out the activity
Advanced level English
Knowledge of public procurement legislation
Availability for field trips to view the objectives
