Tendering and Cost Estimation Engineer for large Infrastructure Projects.
Responsibilities
Regularly analyzes the available tenders and makes a pre-selection for the administrator, based on the pre-set criteria;
Participate in the development of public procurement procedures according to legal provisions
incidents of this field of activity;
It continuously follows the changes in the legislation regarding public procurement
Maintaining the necessary relationships with third-party institutions with relevant activity for the tendering process, such as: electronic signature providers, the SEAP operator, the National Public Procurement Authority;
Analysis and verification of lists of quantities;
Analyzing the price/financial offers of potential subcontractors and suppliers;
Check the fulfillment of the award criteria;
Calculates the offers, from a technical and financial point of view, based on the requirements
beneficiaries, with the help of specialized programs or based on a proprietary calculation system depending on each tender’s specifics;
Performs price and cash-flow analyses;
Check the guarantee requests
Completing the qualification forms and other related documents, in strict compliance with the requirements of the Data Sheet
Collaborate with all departments to enter all the necessary documents into the offer and update the tender database
Requirements
5+ years of relevant experience, on similar roles, on infrastructure projects (e.g. railways, roads, bridges);
Public acquisition legislation knowledge;
Basic economics knowledge – needed in this activity (assessing and preparation of technical-economic offers);
Technical knowledge necessary to prepare the calculation of offers correlated with the technical proposal
Knowledge of the Electronic Public Procurement System -SICAP
Availability for short trips to view the objectives
